1) Knowledge management vs. information management
If follow closely to knowledge only exist inside human brain, then knowledge management is impossible. Base on explicit knowledge that being “extracted” out into information, then information management is more proper term to be used. 1

For some reasons (i.e. branding concept, business strategy, differentiator from general information management, etc) the knowledge management term being widely used in IT. It is deploy with widespread of networking, database, intranet, internet, and web-base applications. It is (hopefully) introducing methods to attain, maintains and preserves the company/corporate/organization intellectual properties and know-how from human resources change. Know-how is a word cast for meaning knowledge on how to perform some vital tasks to the business/technology. It is explicit knowledge that their employees “willing” to share and written/documented (normally procedural, steps, or instructions). Again, if fully knowledge management is workable, then it is limited to explicit knowledge. (Unless like sciences fiction, the “crazy” scientist developed human brain knowledge extractor to gain full control of knowledge management. Tongue out)

Regardless the proper term usage, at least the knowledge management now has achievement to improve learning and education. It’s helping information management systems to grow prosperously, in create the content management system (CMS), document management system (DMS), records management system (RMS), library management system (LMS), digital imaging system (DIS), learning management system (LMS), learning content management system (LCMS), digital asset management system (DAM), etc.

2) Database vs. information-base vs. knowledge-base

Database in computer era has make revolutionary to human collection of data into proper storages (be it digitalize records). It is keep enhancing functions and performance. Its content keep growing bigger than any past century people can imagine.

Follow information management systems creation, information-base “storage” also being established. However to make it clear, it is a database with information management rules and functions. Sub-set of information-base is the knowledge-base. While information-base can contain any loosely information, knowledge-base is containing specific topic knowledge with the information linking to each other (as knowledge in mind do).

Again, the debate with logical thinking: if we can create knowledge-base, then we can manage the knowledge. It’s partially true because if we treat knowledge management is just sub-set of information management. Also, the knowledge management is only deal with information “output” from explicit knowledge.

* I will be always with good intention and un-bias to discuss about “knowledge” in any part of my article. However, this topic has made me to take some stand and personalize the information.
